Work Setting: Hybrid - On Site and Telework. Position will be 2 days remote with 3 days (manager’s decision of required days on site) required to be onsite at the location

• Experience in business objectives and problems and identifying alternative solutions (5 years)

Responsibilities include but are not limited to the following:
• Analyze business objectives, operational procedures, and user requirements to identify problems, evaluate alternatives, and recommend solutions that automate processing or improve existing systems
• Write detailed functional specifications documenting user needs, program functions, input/output requirements, data summarization rules, and reporting formats for development teams
• Conduct cost/benefit analyses of proposed systems and alternative solutions to support informed decision-making and resource allocation
• Apply strong analytical and logical reasoning to evaluate complex technical challenges and translate them into structured, actionable requirements
• Stay current with IT industry trends, emerging technologies, and enterprise architecture principles to recommend innovative solutions aligned with organizational goals
• Communicate effectively with diverse stakeholders through strong oral and written skills, facilitating collaboration, motivating team members, and eliciting high-quality work output
• Apply knowledge of the Texas DIR Project Delivery Framework, organizational information architecture, and existing/planned software infrastructure to ensure solutions align with state standards and enterprise strategy

  • Experience with business requirements gathering, analysis, and documentation as a Business Analyst/Business Data Analyst in enterprise IT environments, including state government or large enterprise settings, following formal SDLC processes (8+ years)
  • Experience with analyzing and documenting business processes, including current-state (as-is) and future-state (to-be) process flows and data flow diagrams (8+ years)
  • Experience with data analysis and documentation, including profiling, validation, source-to-target mapping, and documentation of data elements, definitions, business rules, and data lineage (8+ years)
  • Experience with writing and interpreting complex SQL (queries, joins, aggregations) for data analysis, validation, and ad hoc investigation against relational databases (8+ years)
  • Experience with eliciting, clarifying, and validating business requirements through workshops, interviews, and facilitated sessions (8+ years)
  • Experience with translating business requirements into functional/data requirements documents and business requirement documents (BRDs) for technical teams (8+ years)
  • Experience with defining and documenting business measures, metrics, and KPIs, collaborating with reporting/analytics teams on report specifications and data sourcing requirements, and supporting data governance and enterprise reporting/analytics initiatives (8+ years)
  • Experience with gap analysis between current business processes/data and desired future-state outcomes (8+ years)
  • Experience with supporting User Acceptance Testing (UAT), including development of test scenarios/test cases based on documented requirements (8+ years)

Responsibilities include but are not limited to the following:
  • Review, analyze, and evaluate business systems and user needs to formulate systems that align with overall business strategy;
  • Lead business process reengineering efforts, identifying new applications of technology to improve business effectiveness;
  • Apply industry-standard business process mapping and reengineering methodologies;
  • Prepare solution options, risk identification, and financial analyses, including cost/benefit, ROI, and buy/build assessments;
  • Write detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs;
  • Perform complex SQL-based data analysis, profiling, and validation to support requirements elicitation and business decision-making;
  • Collaborate with business stakeholders, data engineers, architects, and reporting teams throughout the SDLC to support data governance, gap analysis, UAT, and enterprise reporting/analytics initiatives.
