Work Setting: Hybrid - On Site and Telework. Position will be 2 days remote with 3 days (manager’s decision of required days on site) required to be onsite at the location

Required:
• Experience in business objectives and problems and identifying alternative solutions (5 years)
• Experience in reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or to improve existing computer systems (5 years)
• Experience in writing detailed description of user needs, program functions, and steps required to develop and/or modify computer program (5 years)
• Experience in cost/benefit analysis of systems and alternatives (5 years)
• Experience in analyzing and documenting input and output requirements, such as forms of data input, how data is to be summarized, and formats for reporting. (5 years)
• High level of sound logic and analytical ability difficult (5 years)
• Highly developed oral and written communications skills (5 years)
• High level of interpersonal skills to work effectively with others motivate employee and elicit work output (5 years)
• Experience with Information Technology industry trends, directions and market experience; ability to relate them to own organization (5 years)
• Experience with architectural concepts, principles, and tools relevant to infrastructure, information, applications, organizational structure, etc. (5 years)
• Experience with emerging technologies (new to company systems as well as those that are new to the information systems industry) (5 years)
Preferred:
• Experience with Texas DIR Project Delivery Framework and document templates (2 years)
• Experience with company's information architecture and information management methodologies (2 years)
• Experience with the existing and planned software technology and the global, regional and local software architecture and infrastructure components (2 years)
Responsibilities include but are not limited to the following:
• Analyze business objectives, operational procedures, and user requirements to identify problems, evaluate alternatives, and recommend solutions that automate processing or improve existing systems
• Write detailed functional specifications documenting user needs, program functions, input/output requirements, data summarization rules, and reporting formats for development teams
• Conduct cost/benefit analyses of proposed systems and alternative solutions to support informed decision-making and resource allocation
• Apply strong analytical and logical reasoning to evaluate complex technical challenges and translate them into structured, actionable requirements
• Stay current with IT industry trends, emerging technologies, and enterprise architecture principles to recommend innovative solutions aligned with organizational goals
• Communicate effectively with diverse stakeholders through strong oral and written skills, facilitating collaboration, motivating team members, and eliciting high-quality work output
• Apply knowledge of the Texas DIR Project Delivery Framework, organizational information architecture, and existing/planned software infrastructure to ensure solutions align with state standards and enterprise strategy
