Required:
- Experience with Information Technology (IT), supporting the design, development, or delivery of technology solutions (8+ years).
- Experience with Integrated Eligibility systems, including full Software Development Life Cycle (SDLC) involvement from requirements through implementation (8+ years).
- Experience with Business analysis and data analysis (8+ years).
- conducting Joint Application Development (JAD) sessions, eliciting requirements, and documenting business processes and data analysis findings (8+ years).
- Experience with Structured Query Language (SQL), including the ability to create and execute complex joins (8+ years).
- Experience analyzing data quality (8+ years).
- Experience designing dashboards, including measures and Key Performance Indicators (KPIs) (8+ years).
Preferred:
- Experience with Texas Integrated Eligibility Redesign System (TIERS) (4+ years).
Responsibilities:
- Lead and facilitate JAD sessions to elicit, analyze, and document business requirements and processes with stakeholders across IT and business units.
- Analyze current operational procedures and system capabilities to identify problems, gaps, and feasible solutions, including cost/benefit analysis of alternatives.
- Write detailed specifications describing user needs, program functions, and steps required to develop or modify computer systems.
- Support full SDLC involvement for Integrated Eligibility systems, from requirements gathering through implementation.
- Develop and execute complex SQL queries and joins to extract, validate, and analyze data across systems.
- Perform data quality analysis and translate business needs into actionable insights, dashboards, KPIs, and performance measures.
- Communicate findings, recommendations, and system change impacts to stakeholders and leadership, with support for TIERS-related analysis where applicable.
