Work Setting: 100% of the time at the Client’s site. No telecommuting or remote work. This is a non-negotiable requirement from the client

Required:
• Availability to work 100% of the time at the Client’s site in Austin, TX (required);
• Experience interpreting Texas Vital Statistics laws, policies, procedures and regulations. (8 years)
• Experience with MS Office Suite (Word, Excel, PowerPoint, Project, and Visio) (8 years)
• Experience in project planning and organization (8 years)
• Experience in business analysis methodologies (8 years)
• Experience analyzing and evaluating complex information technology applications, policies, and issues (8 years)
• Experience developing creative and workable solutions to complex problems and issues (8 years)
• Experience communicating effectively both verbally and in writing with individuals and groups (8 years)
• Experience using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others (8 years)
• Experience establishing and maintaining effective working relationships, including the ability to work with people under pressure, negotiating with multiple parties and resolving conflicts (8 years)
• Experience reading, interpreting and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors (8 years)
• Experience gathering, organizing and analyzing facts, recommending solutions and resolving work-related problems (8 years)
• Experience maintaining statistical and accounting records and producing data summaries (8 years)
• Experience managing small to medium sized projects (8 years)
• Experience creating project work plans (8 years)
• Experience producing accurate work estimates and monitor progress (8 years)
Responsibilities include but are not limited to the following:
• Interpret and apply Texas Vital Statistics laws, policies, and regulations to guide business analysis and IT application evaluations
• Analyze complex IT applications, policies, and operational issues to identify gaps, gather facts, and recommend creative, workable solutions
• Manage small to medium-sized projects by developing comprehensive work plans, producing accurate work estimates, and monitoring progress against milestones
• Exercise independent judgment to prioritize tasks, organize workflows, and assign or direct the work of team members to achieve project objectives
• Foster effective working relationships with diverse stakeholders, negotiating agreements and resolving conflicts efficiently in high-pressure environments
• Compile, analyze, and maintain statistical and accounting records to produce concise reports, data summaries, and actionable recommendations for management review
• Utilize advanced MS Office Suite tools (Word, Excel, PowerPoint, Project, Visio) to document business processes, visualize workflows, and support project planning and communication
