Estimated Duration: 12+ months with possible extensions
Work Setting: 100% of the time at the Client's site. No telecommuting or remote work. This is a non-negotiable requirement from the client.
Only candidates able to relocate as required should apply to avoid removal from future consideration.

Required:
  • Availability to work 100% of the time at the Client's site in Tallahassee, FL (required);
  • Experience with business/systems analysis and software development projects (3-5 years);
  • Experience with Microsoft Office Suite, SharePoint, Teams, and Project (Excel, Word, PowerPoint);
  • Experience with Identity and Access Management (IAM) concepts, including entitlements, target aggregations, and certification campaigns;
  • Experience with business analysis, including as-is/to-be process analysis and process modeling using tools such as SmartDraw;
  • Experience with system analysis and design using various modeling methodologies and techniques;
  • Experience with facilitating workshops and meetings with stakeholders;
  • Experience with IT infrastructure and software development practices and techniques;
  • Experience with public sector compliance frameworks and large-scale ERP transformations (e.g., Florida PALM);
  • Experience with mapping functional requirements across ServiceNow and SailPoint environments.

Preferred:
  • Experience with Florida Administrative Code Rules 60GG-1 through 60GG-5;
  • Experience with directing and managing project resources;
  • Experience with change and release management;
  • Experience with Microsoft Power BI;
  • Experience with Microsoft DevOps;
  • Experience with SailPoint IdentityIQ (IIQ);
  • Certified Scrum Master (CSM), Certified Project Manager (CPM), or Project Management Professional (PMP) certification;
  • Certified Business Analysis Professional (CBAP) certification.

Responsibilities include but are not limited to the following:
  • Act as the primary gatekeeper for new application onboarding requests, documenting "as-is" access processes before proposing the "to-be" state;
  • Serve as the technical bridge, transforming business access needs into structured provisioning policies and attribute mapping requirements;
  • Conduct discovery workshops with business owners to manage expectations regarding what can be automated versus what requires manual approval or custom workflow development;
  • Lead the definition of access certification requirements, ensuring integrated applications meet audit and compliance standards;
  • Document potential operational impacts of new connectors and provide mitigation strategies prior to implementation;
  • Coordinate the validation phase by developing test cases and supporting user acceptance testing (UAT);
  • Maintain the requirements backlog, prioritizing tasks based on business value and compliance risk.
