14675 - Medicaid Enterprise Data Architect (onsite) - Austin, TX

Estimated Duration: 12 months with possible extensions
Work Setting: 100% of the time at the Client’s site. No telecommuting or remote work. This is a non-negotiable requirement from the client.

Required:
• Availability to work 100% of the time at the Client's site in Austin, TX.
• Experience with Data Architecture principles, capabilities, and best practices with the proven ability to define, document and apply standards and best practices (12 years).
• Experience with Business processes, data management, data flows, data relationships, data quality standards and processes, and proficiency with data analytical and quality tools (12 years).
• Experience with Medicaid data, specifically in the areas of provider claims & encounters as well as client movements and clinical assessments (10 years).
• Experience with Building and maintaining a Medicaid Data Warehouse (8 years).
• Experience with Architecture in the areas of Reference Data, Data Quality, and Metadata Management (8 years).
• Experience leading and evolving corporate culture to a data driven organization (8 years).
• Communication, analytical and interpersonal skills at all levels (8 years).
Preferred:
• Experience with Designing and implementing data acquisitions for Master Data Management, Data Warehouse, or other Performance Management systems (5 years).
• Experience with Public health care or Insurance business domain (5 years).
• Proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities (5 years).
• Bachelor's degree in Computer Science, Systems Engineering, or equivalent.
• Certified Data Management Professional (CDMP) from DAMA.
Responsibilities:
• Collaborate with the Office of the Chief Data Architect on initiatives related to performance analytics and data governance.
• Architect cloud data hub integrations with Medicaid data and other data domain platforms.
• Develop best practices and methodologies to mature Texas Data Management Framework (TDMF) best practices and capability maturities.
• Develop enterprise data policy and standards that support the development of an enterprise data governance framework.
• Serve as Data Architecture and Data Management expert for the Client's Medicaid system.
• Develop detailed knowledge of the underlying data assets and data products and provide subject matter expertise on content, current and potential future uses of data.
• Assist in development and implementation of data quality processes and metrics.
