Required:
  • Texas public sector experience, directly working for or supporting a Texas state government agency (20 years)
  • Experience performing technical activities in support of CPA application systems (20 years)
  • Experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication (20 years)
  • Experience serving in a lead role with responsibility for managing outsourced technical teams and overseeing a Managed Services provider (10 years)
  • Experience preparing materials for and conducting executive-level presentations (10 years)
  • Experience in performing technical project management activities in support of CPA’s CAPPS program (10 years)
  • Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements (10 years)
  • Experience with data integration, data quality, and SDLC processes and methodologies (10 years)
  • Experience in IT security and control practices (10 years)
  • Experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher (10 years)
  • Experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances. (10 years)
  • Experience with IT service desk functions (10 years)
  • Experience with ITIL framework methodologies and processes. (10 years)

Preferred:
  • Experience with software and hardware management industry best practices (20 years)
  • Experience with CPA’s legacy Statewide Financial Systems production support activities (20 years)
  • Experience developing technical specifications to support IT procurements (10 years)

Responsibilities include but are not limited to the following:
  • Lead strategic technical planning and roadmap development for CPA application systems, aligning IT initiatives with Texas state agency priorities and long-term modernization goals
  • Oversee managed services providers and outsourced technical teams, ensuring contractual compliance, performance accountability, and seamless delivery of CAPPS production support
  • Provide senior technical leadership for PeopleSoft FSCM/HCM 9.2 environments, including Application Designer, PeopleCode, SQR, Application Engine, SQL, and Oracle database support
  • Manage end-to-end data integration, data quality, and SDLC processes to support CAPPS Central deployment and operations across 100+ agencies and 5 Hub instances
  • Conduct executive-level presentations and prepare strategic materials to communicate technical risks, roadmap progress, and resource needs to state leadership
  • Apply ITIL-based service desk practices and IT security controls to ensure reliable, compliant, and secure operations of statewide financial and HR systems
  • Develop technical specifications for IT procurements and interpret contractual requirements to guide vendor workflows, deliverables, and performance evaluations
