Required:

Experience with Business analysis reviewing, analyzing, and evaluating business systems and user needs (8+ years);
Experience with Eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements (8+ years);
Experience with Developing requirements traceability from business needs through design, development, testing, implementation, and operational readiness (8+ years);
Experience with Conducting current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis (8+ years);
Experience with Documenting use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications (8+ years);
Experience with Working across business, application, data, infrastructure, security, and vendor teams (8+ years);
Experience with Supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points (8+ years);
Experience with Analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies (8+ years).
Preferred:
Experience with Legacy system modernization, mainframe retirement, system replacement, or enterprise transformation (4+ years);
Experience with Medicaid, health and human services, claims, eligibility, provider, waiver, behavioral health, IDD, or related public-sector domains (3+ years);
Experience with Application development or infrastructure deployment projects (3+ years);
Experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system design (2+ years);
Experience with Texas Project Delivery Framework, state government IT governance, or public-sector procurements (2+ years);
CBAP, PMI-PBA, PMP, Agile, Scrum, SAFe;
Responsibilities:
Elicit, document, validate, and manage requirements; facilitate collaboration to synthesize information and ensure full coverage;
Build traceability from stakeholder needs to system requirements; challenge gaps and validate assumptions for accuracy;
Facilitate discovery and analysis of CARE functions; synthesize findings and deliver decision-ready analysis;
Act as a bridge between teams, validate assumptions, and proactively address gaps;
Ensure CARE retirement covers all critical dependencies through cross-functional reviews and actionable recommendations;
Support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions;
Document current-state business and technical processes, translate business to technical needs, map business and technical dependencies, identify gaps, and define future-state business and technical requirements.
