Type: Temporary Project
Estimated Duration: 12+ months with possible extensions
Work Setting: Hybrid. Position will be 3 days remote with 2 days (Mon & Thurs) required to be onsite.

Required:
• Experience in a Business data analyst role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives (8+ years);
• Experience leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects (8+ years);
• Experience with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable (8+ years);
• Experience in business modeling, with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate
• Experience in analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions (8+ years);
• Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels (8+ years);
• Experience in negotiation, facilitation, and conflict resolution skills (8+ years);
• Experience working successfully with technical and non-technical groups on complex business problems (8+ years);
• Demonstrated ability to drive measurable improvements in operational efficiency and service delivery (8+ years);
• Experience with enterprise architecture frameworks like TOGAF (8+ years);
• Experience analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications skills (8+ years);
• Bachelor’s degree in business administration, Information Technology, Computer Science, or a related field.

Preferred:
• Experience working within a government or public sector environment (4+ years);
• Experience with Agile and Scaled Agile Framework (SAFe) methodologies (4+ years);
• Experience with texas Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP), (4+ years);
• Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt.
• Master's degree preferred.

Responsibilities include but are not limited to the following:
• Lead enterprise-level business process analysis and reengineering initiatives to support digital transformation goals;
• Conduct complex business modeling using BPMN, UML, and ArchiMate to capture current and future-state processes;
• Assess organizational alignment with MITA frameworks and support MITA State Self-Assessments (SS-A);
• Collaborate with technical and non-technical stakeholders to define, document, and implement business solutions;
• Analyze performance data and develop actionable recommendations to improve operational efficiency and service delivery;
• Facilitate workshops, negotiations, and conflict resolution sessions to align business and IT priorities;
• Support enterprise architecture initiatives through integration of TOGAF principles and best practices.
