IT Business Planning Manager (Hybrid, 3 days per week onsite) – Tallahassee, FL

Estimated Duration: 12+ months with possible extensions
Work Setting: (Hybrid onsite 3 days per week. Telecommuting is currently only allowed at most, 2-days a week, with a minimum of 3-days a week in the office required. )
Required:
• Availability to work 3 days per week at the Client’s site in Tallahassee, FL (required);
• Experience with Information Technology working in a broad range of technical environments (7 years);
• Experience with supporting financial applications (2 years);
• Experience with current information technology trends and best practices;
• Experience with leading work to align technology with business strategy;
• Experience with project management concepts such as project plans, charters, work break-down structures, and gap analysis;
• Experience with project management tools such as Microsoft Project, Azure DevOps, Monday.com, or Clarity;
• Experience with developing IT strategy related to financial applications such as Enterprise Resource Planning (ERP) or Financial Management Systems (FMS);
• Experience with agile management methodologies;
• Experience with Florida administrative code related to IT project management and service delivery;
• Experience with a Bachelor's Degree in technology or finance (Work experience can substitute on a year-for-year basis);
Preferred:
• Experience with diverse IT environments leveraging mainframe, on-premise web-based, and cloud-based applications;
• Experience with Florida procurement processes and the My Florida Marketplace (MFMP) system;
• Experience with IT helpdesk policies and procedures related to staff on-boarding (AD accounts, O365 licensing);
• Experience with cyber security and internet use best practices;
Responsibilities :
• Gathers and documents IT business strategy goals as requirements for the Florida PALM project;
• Supports project managers and business analysts in performing gap analysis between current FLAIR processes and future PALM functionality;
• Develops and executes detailed on-boarding and orientation plans for newly acquired project resources;
• Acts as a liaison between dedicated PALM contractor resources and other FDOT departments;
• Reviews strategic and operational remediation efforts to identify and implement efficiencies across the project;
• Supports the creation of regular project status reports for the executive steering committee and regulatory compliance;
• Monitors project milestones and maintains a log of major decisions, risks, assumptions, and issues for project leadership.
