Required:
• Experience reviewing, analyzing, and evaluating business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems (8+ years);
Preferred:
• Experience working in an Agile environment (preferably SAFe), (3+ years);
• Experience and knowledge of client’s processes as well as Texas Medicaid and CHIP systems (3+ years).
Responsibilities include but are not limited to the following:
• Collaborated with cross‑functional teams in a SAFe Agile environment to support major Medicaid system modernization initiatives, ensuring alignment with enterprise architecture and program objectives.
• Reviewed, analyzed, and documented business processes and system requirements for Medicaid IT‑Contracted Systems, translating complex business needs into clear technical specifications and enhancement requests.
• Provided oversight and guidance for application enhancement efforts across multiple Medicaid Enterprise Systems (MES) vendors, ensuring consistent implementation practices and adherence to agency standards.
• Developed and maintained process documentation, workflows, and integration guidelines to support a unified approach for system modernization and interoperability across Medicaid applications.
• Coordinated with product owners, business analysts, and technical teams to validate requirements, manage dependencies, and ensure timely delivery of enhancements within SAFe PI planning cycles.
• Monitored vendor deliverables, system changes, and integration activities to ensure compliance with Texas HHSC policies, Medicaid/CHIP program rules, and overall project governance.
• Supported UAT planning and execution by reviewing test scenarios, validating system behavior, and ensuring enhancements met functional, technical, and regulatory expectations before deployment.

• Review, analyze, and evaluate business systems and user needs to align technology solutions with overall business strategies.
• Conduct business process reengineering and apply industry-standard business process mapping methodologies to improve operational effectiveness.
• Gather and document detailed business and technical requirements, including user needs, program functions, and system modification specifications.
• Prepare solution options and perform risk identification and financial analyses such as cost/benefit analysis, ROI, and buy/build evaluations.
• Participate in software development lifecycle activities, including analysis, design reviews, unit testing, system testing, and user acceptance testing (UAT).
• Serve as a liaison between business stakeholders and IT teams (Architecture, Project Delivery, Application Sustainment), ensuring clear communication and alignment.
• Provide guidance and support to team members by leveraging extensive experience in SDLC methodologies, business analysis best practices, and project coordination activities.
