14131– IT Procurement Technician (onsite)– Austin, TX

Estimated Duration: 12 months with possible extensions
Work Setting: Position will be 2 days(Thursdays and Fridays) remote and 3 days (Mondays, Tuesdays, Wednesdays) on-site
Required:
• Availability to work 3 days/week at the Client’s site in Austin, TX (required);
• Experience drafting RFPs within state health agencies (5+ years);
• Experience leading JAD sessions to elicit requirements from stakeholders (5+ years);
• Experience developing key performance measures for solicitations and resulting contracts (5+ years);
Preferred:
• Experience in Texas Medicaid (5+ years);
• Experience creating process flows for AS-IS and TO-BE models (5+ years);
• Experience development cost models, pricing workbook and financial requirements (5+ years);
• Experience developing Federal funding requests (Planning and/or Implementation Advanced Planning Documents) (5+ years);
• Experience in the State of Texas Procurement and Contract Management Guide (5+ years);
• Experience negotiating large contracts (5+ years);
• Experience performing quality assurance activities on large projects (5+ years)
Responsibilities include but are not limited to the following:
• Actively coordinate and participate in the editorial duties of the solicitation package development.
• Collaborate with Subject Matter Experts (SME) on the inclusion of program-specific information for procurement documents.
• Provide high-level technical assistance to Medicaid & Chip Services (MCS), IT, and other staff regarding procurement processes and approaches.
• Coordinate, organize, and analyze procurement requirements from multiple program areas within MCS, as well as partner departments.
• Work closely with Procurement and Contracting Services (PCS) and Legal Services staff on determination of appropriate solicitation method, timelines, procurement posting, and management of the procurement process.
• Serve as an SME in assigned workgroups and training activities, including developing presentations for management and staff.
