14009 - Financial Business Analyst (Onsite) – Tallahassee, FL

Estimated Duration: 12+ months with possible extension
Work Setting: 100% of the time at the Client’s site. No telecommuting or remote work. This is a non-negotiable requirement from the client.
Required:
• Availability to work 100% of the time at the Client’s site in Tallahassee, FL (required);
• Experience working in accounting or finance or experience working as a business analyst supporting the financial operations of an organization (5+ years);
• Experience in core financial operations of an organization including chart of accounts usage, generally accepting accounting principles, purchasing, payroll, and budget;
• Experience developing and analyzing financial reports;
• Experience analyzing financial data and perform reconciliations across multiple systems and data sources;
• Experience in financial management best practices which can be translated to transportation financial practices;
• Experience testing complex applications and interpreting whether requirements and designs were met in the product;
• Experience working on accounting and financial computing applications and monitoring complex interfaces with external systems;
• Experience in Agile Project Management methodologies and practices;
• Experience with SCRUM Framework.
Preferred:
• Experience performing QA reviews and provide valuable feedback in determining that standards are met and that documents are complete and comprehensive;
• Experience with legacy technology such as mainframe and Cobol;
• Experience with data conversion techniques, data cleansing approaches and validating data relationships;
• Experience with Universal Modeling Language (UML) and supporting enterprise tools to document business processes and data lineage, collect requirements, develop test scripts, and manage traceability.
Responsibilities:
• Evaluate the impact of Florida PALM implementation on departmental systems, using best practices to recommend changes to complex financial-related business processes;
• Produce business process diagrams, narratives, program specifications, and technical impact analyses to support system transitions and integrations;
• Detail data inputs/outputs and prepare specifications for interfacing systems, including dependencies with FLAIR and other external stakeholders;
• Oversee the development of test plans, scenarios, and scripts; assist with user acceptance and cycle testing to ensure requirements are met;
• Contribute to process redesign efforts, document feasibility studies, and create standardized desk procedures for enterprise-wide adoption;
• Work closely with system support staff and stakeholders to assess internal systems and support Florida PALM integration;
• Manage user stories and sprint backlogs, prepare business rules, support knowledge transfer, and actively participate in SCRUM ceremonies.
