13951 - FOCUS/WebFOCUS Developer (onsite) – Tallahassee, FL

Estimated Duration: 12 months with possible extensions
Work Setting: onsite, 3 days a week, with a minimum of 2 days a week in the office.
Required:
• Availability to work 2-3 days per week at the Client’s site in Tallahassee, FL (required);
• Experience in systems analysis and programming (10 years);
• Experience with FOCUS and WebFOCUS programming inclusive of FOCUS 4GL, WebFOCUS Application Studio and Report Caster (5 years);
• Experience with Microsoft Power BI development inclusive of Power BI Desktop, Power BI Paginated Reports, and Power BI Dataflows (3 years);
• Experience with Structured Query Language (SQL) inclusive of SQL syntax, views and stored procedures (5 years);
• Experience with IBM Mainframe development inclusive of ISPF, JCL, COBOL, DB2 for z/OS or similar relational databases (5 years);
• Experience with developing and maintaining FOCUS and WebFOCUS programs and access methods using FOCUS Masters and SQL Pass-through;
• Experience developing and maintaining Power BI Desktop and Paginated Reports;
• Experience developing and maintaining SQL (Structured Query Language) statements, Views, and Stored Procedures for MS SQL Server and DB2 databases;
• Experience reviewing programs for afore-mentioned technologies and determining and documenting program flow, business rules/logic, inputs/outputs, and database actions included;
• Experience with the principles, practices and techniques of documenting, maintaining and testing existing computing applications;
• Experience relational database theories and concepts;
• Experience with mainframe computer systems and supporting software such as Customer Information Control System (CICS), Time Sharing Option (TSO), Job Control Language (JCL) and Interactive System Productivity Facility (ISPF);
• Experience mentoring junior developers in WebFOCUS/FOCUS and Power BI;
• Experience preparing complex computer program specifications;
• Experience preparing computer program test plan and creating test databases and test environments;
• Experience with accounting and financial computing applications and monitoring complex interfaces with external systems;
Preferred:
• Experience with data conversion techniques, data cleansing approaches and validating data relationships;
• Experience with the Florida Accounting Information Resource (FLAIR) system, including transaction type details and interfacing methods;
• Experience with the Office of Comptroller’s internal applications, reporting systems, and interfaces;
• Experience with the Office of Work Program and Budget’s internal applications, reporting systems, and interfaces;
• Experience with the new Florida PALM initiative and financial application;
• Accounting, Financial, Computer Science or Management Information Systems (MIS) related degree.
Responsibilities:
• Performs advanced technical assessments and defines the impact on reporting and local computing applications as a result of Florida PALM;
• Reviews Florida PALM interface offerings, file definitions, and standardized business processes to determine remediation required for Government financial related computing assets;
• Addresses remediation requests for local computing applications and WEB based inquiries for Government budget management, program development, cost accounting, funds authorization/reimbursement, and funds approval functions;
• Provides detailed data element mapping of inputs and outputs with other systems interfacing with Government maintained applications impacted by the Florida PALM transition efforts;
• Participates in validation of Florida PALM data configuration workbooks and supporting data conversion analyses of Government data to align with revised data structures;
• Develops testing strategies, data scenarios and test plans to ensure computing asset modifications are tested properly;
• Confers with Central Office and District personnel to ensure the Office of Comptroller systems are performing as required.
