Estimated Duration: 12+ months with possible extensions
Work Setting: 100% of the time at the Client’s site at Tallahassee, Florida. No telecommuting or remote work.

Required:
• Availability to work at the Client’s site in Tallahassee, FL (required);
• Experience with strategic communications or project management (10+ years);
• Experience with managing large-scale communication strategies or project management initiatives, particularly in government or public-sector IT environments;
• Experience with corrections, law enforcement, or public safety domains;
• Experience with aligning communication efforts across overlapping programs (e.g., CIMS modernization, TRP, PALM integration);
• Experience with creating centralized communication frameworks to prevent silos and ensure continuity;
• Experience with change management frameworks (e.g., ADKAR, Prosci);
• Experience with designing and executing communication plans to support change initiatives;
• Experience with managing crisis communication protocols for unexpected disruptions (e.g., system outages, compliance issues);
• Experience with preparing executive reports, dashboards, and presentations for leadership and external stakeholders;
• Experience with leading public relations efforts during high-stakes scenarios, ensuring transparent communication with lawmakers, the public, and media outlets;
• Experience with state compliance frameworks (e.g., Criminal Justice Information Services [CJIS], National Institute of Standards and Technology [NIST], and Health Insurance Portability and Accountability Act of 1996 [HIPAA]);
• Experience with tailoring content for diverse audiences, including internal staff, contractors, lawmakers, public stakeholders, and media;
• Experience with developing templates, style guides, and visual communication strategies that align with the agency's brand and compliance requirements;
• Experience with leadership in inter-agency coordination and vendor management;
• Experience with managing cross-functional teams and aligning diverse stakeholders (internal and external) for seamless communication flow across OIT, PMO, and external partners.

Preferred:
• Experience with business process mapping and defining current state applications in requirements documentation;
• Experience with facilitating sessions with business leadership, Subject Matter Experts (SMEs), and users within a business function;
• Experience with understanding web applications and common application approaches to support business capabilities.

Responsibilities:
• Ensure communications are synchronized across project teams, contractors, OIT leadership, external agencies, and legislative stakeholders;
• Manage and lead a wide range of strategic functions that ensure effective coordination and messaging across high-impact projects;
• Support the execution and coordination of high-impact initiatives within the Department, overseeing communication strategies for OIT and PMO;
• Develop and manage comprehensive communication strategies for all OIT-led initiatives, ensuring alignment with the Department's goals and values;
• Establish OIT as a transparent hub for technical project updates through internal newsletters, bulletins, and executive reports;
• Serve as the primary liaison for OIT communications with external partners and state agencies, ensuring consistent and timely information flow on project milestones and risks;
• Ensure communications meet federal and state compliance standards (e.g., CJIS, HIPAA, NIST) to protect sensitive information and build public trust.
